Board briefing template: Awaab’s Law readiness.
A blank briefing for a board or committee: the legal position, your readiness by area, the risks and the decisions you need. A PDF with space to fill in.

A board or committee that oversees safety and quality will want one clear page on Awaab’s Law. This template gives you the headings and the prompts. The legal position section is already filled in with sourced facts, and everything else is blank for your own information.
The legal position in the template is correct at 18 October 2026. Phase 2 depends on amending Regulations that are not yet made, so update that section before each meeting.
What the template covers
- Purpose and decisions requested. What you want the board to note, and what you want it to decide.
- The legal position. Phase 1 in force since 27 October 2025; Phase 2 due 30 November 2026 subject to approval of the amending Regulations; Phase 3 expected in 2027 with no date confirmed. Sources are named in the template.
- Readiness by area. A table for awareness and triage, investigation, safety work, tenant communication, rehousing, records and Phase 2 preparation, with space for a rating, an owner and the evidence you hold.
- Complaints and Ombudsman learning. A prompt to report on complaints about damp, mould and other hazards, and what has been learned.
- Risks and assurance. The main risks, the controls and how the board will know they work.
- Next steps. Actions, owners and dates, and the date of the next review.
How to use it
Fill in the readiness table from your own evidence, not from this site. You can use the readiness self-assessment checklist to prepare. The template is general information and not legal advice, so have your own legal adviser check the legal position section for your organisation.
Sources
General information, not legal advice. Check the primary source before relying on any statement, and take advice from a housing lawyer on your own position. Last reviewed 18 October 2026.
