Phase 2 depends on the amending Regulations being made. The House of Lords approved the draft on 14 October 2026 and the House of Commons has not yet approved it. If the Regulations are not made, or are changed, the Phase 2 date may change. Check the status of the amending Regulations before you plan around it.
The dates in the file
- 27 October 2025: Phase 1 in force. Social landlords in England have had to meet Awaab’s Law timescales for emergency hazards (other than crowding and space) and for significant damp and mould hazards since this date. Regulation 21 (opens in a new tab).
- 29 November 2026: last day of the Phase 1 guidance. GOV.UK says the Phase 1 guidance stays in effect until 11.59pm on 29 November 2026, after which the Phase 2 guidance applies. Awaab’s Law collection (opens in a new tab).
- 30 November 2026: Phase 2 due to begin, subject to approval. The significant hazard duties are due to extend to nine more hazards, if the amending Regulations are made. Regulations as they will apply from 30 November 2026 (opens in a new tab).
What is not in the file
Phase 3 is expected in 2027, but GOV.UK has not confirmed a date, so there is no event for it. The consultation on the private rented sector closes on 18 December 2026; that is not a date for social landlords.
